As far as I know download cards are really physical cards with a QR code (or something similar) printed on them.
Yes. it’s a physical card, I tested it in their store and for those who live in Tokyo, shipping costs 850 yen via Sakawa Express.
There are two options for obtaining the card, buying it via a proxy service or having a friend who lives in Japan buy it for you.

Still hoping it’ll come, it’ll release world wide on the 26th on websites, not limited in Japan so maybe digital as well 
Have basically completely lost interest in this band now, sadly. Their early stuff was great
