Did some digging and found that this is part of the city’s ‘ongaku no machizukuri’ project. The handprints and signatures feature artists who have performed at Nakatsugawa’s SOLAR BUDOKAN, which is an outdoor live event space that utilizes solar power. Here is an Ameba blog entry that details the featured artists and locations: [『櫻井敦司 -手形-』](https://ameblo.jp/fish-tank48/entry-12406918060.html) The city boasts that it is famous for oyaji bands according to the [project website](http://machinakalabo.co.jp/project/) and they even hold a ‘middle age’ music festival which is cute haha ---
