I am terribly confused about how this UI is setup. I must be getting old.

Hello! We use Discourse, modern forum software, to host this community. Actually, the UI is supposed to be simple and minimal, and this is what a forum platform should behave these days. Everything will make more sense once you have been familiar with it.
